Why is the number of guaranteed resources for my application less than what I expect?

The total number of guaranteed resources is comprised of those guaranteed from ownership and those guaranteed from share:

The ownership for the consumer associated with your application may not be configured as expected. Verify that you have configured ownership for your consumer appropriately. If not, modify the ownership for your consumer.
Resources that are not owned by any consumers get put into a share pool and are distributed according to the share ratio and share limit for each consumer.
You can increase the share ratio and decrease the share limit to acquire more slots from the share pool than other consumers and applications.
