Responding to `sys_cls_unlicensed`

This is a system event triggered when the cluster is not licensed. By default, this event is set to an error level.

Procedure

Ensure that the EGO_ENTITLEMENT_FILE variable in the ego.conf file is pointing to the correct file location on the primary host.
