You must have the Flow Designer role to create flow definitions
To create flow definitions, the IBM Spectrum LSF Application Center administrator needs to assign you the Flow Designer role. The Flow Designer can design flows and commit flow definitions.
Flow designers have the same permissions as regular users, and they can also view and control folders in on the Workload tab.
Make sure that the parameter JS_CHANGE_FLOW_OWNER=true is configured in the Process Manager configuration file js.conf, so that other users can submit flow definitions that are created by users with the Flow Designer role.
