Explanation
 The POA Manager at the server is in the discarding
state. When a POA manager is in the discarding state, the associated
POAs discard all incoming requests (for which processing has not yet
begun). For more details, see the section that describes the POAManager

 Put the POA Manager into the active state if
you want requests to be processed.
