Newly deployed virtual machine status shows "Warning"

Use this information if you have any problem with your activation package. When you deploy a virtual machine, the virtual machine remains in the Activating state for 20 minutes. After 20 minutes, the virtual machine is deployed, but the health of the virtual machine shows Warning state. Resize and migration operations on this newly deployed virtual machine fail.

Explanation

When you deploy a virtual machine, it remains in the Activating state until either Resource Monitoring and Control (RMC) becomes active or 20 minutes have passed. There are several reasons for the virtual machine to stay in the Activating state for 20 minutes and the health of the virtual machine shows that the RMC state is inactive. If you are using the activation engine or cloud-init activation packages, the most likely cause for RMC to be inactive is that the activation package did not configure the networking of the virtual machine.
