The RETRY_LINK_ON_FAILED_START parameter specifies whether link
activation is retried if no response is received from the remote node
when activation is attempted. If the port is inactive when activation
is attempted, an attempt is made to activate it. Valid values are:
- 0
- Link activation is not retried.
- 1
- Link activation is retried.
This parameter is optional.
