The EFFECTIVE_CAPACITY parameter specifies the units of effective
capacity for this link station. The value is encoded as a 1-byte floating-point
number, represented by the following formula:
0.1 mmm * 2 eeeeewhere the bit representation of the byte is eeeeemmm. Each unit of effective capacity is equal to 300 bits per second.
This parameter is optional.
