OpenMP support

IBM® Open XL C/C++ supports OpenMP API specifications ranging from version 3.1 to 5.1, including OpenMP CPU affinity.

Note: The Open XL compiler supports parallelism on CPU only. Offloading to GPU with OpenMP target directives and OpenMP routines related to target are not supported.
