Enhanced LLVM and Clang support

The IBM Open XL C/C++ for AIX 17.1.3 compiler is based on LLVM 19, and provides a customized subset of the LLVM compiler infrastructure.

The C++ standard library in IBM Open XL C/C++ for AIX 17.1.3, which provides library support for C++17 and experimental C++20 features, is based on LLVM 19. It upgrades the C++ standard library from the 17.1.1 version, which was based on LLVM 15.0.7.
