Explanation
 			 				The command submission dialog could not be created 				probably due to communications between the Tivoli® 				Enterprise Portal and the Tivoli Enterprise Monitoring 				Server. 			 		

User response
 			 				Verify that communication is working correctly for the 				Tivoli Enterprise Portal, Tivoli Enterprise Portal 				Server, and Tivoli Enterprise Monitoring Server. Then 				retry the operation. 			 			Contact IBM® Software Support.
