Explanation
An attempt at allocating the HSM log dataset has failed with the specified return and reason code.
System action
The request is attempted up to twice, as necessary. If the third attempt fails, HSM log analysis terminates.

This error should not occur. Contact IBM® Software Support. The destination is the Tivoli® Enterprise Monitoring Server Engine log file, RKLVLOG.
