OEI802 EPILOG/IMS HAS DETERMINED THAT RMF IS RE-STARTED. EPILOG INTERVAL RE-SYNCHRONIZED WITH RMF

Explanation
EPILOG has had its collection interval set to synchronize with RMF, but RMF stopped. It has been detected that RMF is restarted. 

System action
EPILOG writes out the current 15 minute interval based on OEI800 and re-synchronizes with RMF.
