Explanation
During initialization, OMEGAMON® for IMS RTA detected that IMS iiii is or has shutdown, where iiii is the IMS ID. 

System action
 RTA initialization terminates. 

User response
Determine the cause of the IMS shutdown and recycle OMEGAMON when IMS is restarted.
