Explanation
The OMEGAMON® for IMS RTA LOGR user exit detected that the OMEGAMON collector either terminated RTA collection or terminated the address space. 

System action
 The RTA LOGR user exit suspends collection of response time metrics until OMEGAMON reconnects.

No action is required. If this is not an expected condition, check the OMEGAMON collection address space to determine further steps.
