KOII2400E OMEGAMON IMS KOICIT CANNOT FIND IMS SCD

Explanation
The OMEGAMON IMS module, KOICIT, could not find the IMS SCD control block. 

System action
 OMEGAMON terminates initialization and disables ICMD support.
