ATF4013E ATF ALREADY ACTIVE

Explanation
A request to start ATF found the ATF Manager already  active.  

System action
If the ATF Manager is active, the request is  ignored. If the ATF Manager is not active, a program error has occurred.

Save the IMS and OMEGAMON® logs. Contact IBM Software Support with the  diagnostic information.
