Use of Compare in synchronization
When the Synchronize view indicates a difference between the local Rule Designer and remote Decision Center versions of a rule, you can double-click the entry to display both versions and their differences in the Eclipse Text Compare editor.
The comparison window can show rules in the business action language (BAL), decision tables, and XML:

The Local File pane displays the local rule. You can edit the rule in the pane, but this is not the usual approach. It is recommended that you make any changes in a rule editor such as the Business console or Rule Designer.
The Remote File pane displays the remote Decision Center version of the rule in read-only mode. The format of the local and remote versions of the rule are displayed in the same format to help you find the differences and resolve conflicts.
Saving a rule in Decision Center without changing the content increments the version number. As a result, the contents of rule look the same in Text Compare after the save.
After you check the local and remote versions, you can update, publish, or override to resolve any conflicts.
You can find more information about the comparison editor in the local help of your Eclipse.
