Inactive topology management links

Inactive Topology and Topology Dashboard navigation links are shown on hybrid deployments when they should not be shown at all.

Problem

Roles that are associated with topology management are available even if topology.enabled is set to false in the operator properties file. If a topology management role is assigned to a user when topology is not enabled, then the user is able to see Topology and Topology Dashboard navigation links, but these links are not active.

Resolution

No action is needed.
