Not all reports can be exported. For example, they may be created directly in the browser (rather than published from Power BI Desktop), or the export may be disabled by your administrator. When you open the report in the browser, can
you export it from File → Download
Report or it is disabled? Here is the full list of requirements for a report to be exportable.
- To download the file, you must have edit access to the report.
- The report must have been created using Power BI Desktop and been published to the Power BI service, or the .pbix must have been uploaded to the service.
- The report must be published or updated after November 23, 2016. Reports published prior to then are not downloadable.
- This feature will not work with reports originally created in the Power BI service, including content packs.
- You should always use the latest version of Power BI Desktop when opening downloaded files. Downloaded .pbix files may not open in non-current versions of Power BI Desktop.
- If your administrator has turned off the ability to export data, this feature will not be visible in the Power BI service.

The report/dataset was not created in Power BI Desktop and cannot be backed up; for example, internal Power BI Usage Metrics Reports, datasets created by Power BI Goals, reports created in the browser, etc.
Refreshing the reports should help. This also applies to any case where the report/dataset was not created in Power BI

This can be fixed by manually refreshing that dataset in the Power BI app or by republishing any report with that dataset.
The best way to maintain the information used to generate lineage is to refresh the report datasets. The official guide https://docs.microsoft.com/en-us/power-bi/connect-data/refresh-scheduled-refresh describes how to establish manual and scheduled refreshes to ensure your reports are up to date and the lineage available will reflect the latest deployments.
