Command buffers can temporarily run out during periods of
intense network configuration activities.
The device driver recovers from this condition as outstanding
commands are completed.

Wait for a short time. If the problem persists,
initiate a recovery process by writing '1' to the 'recover'
sysfs attribute of the device.
