Updates for kernel 6.15, 6.16, 6.17, and 6.18

This edition (SC33-8411-51) contains changes related to the 6.15, 6.16, 6.17, and 6.18 kernel releases.
New information
- Time steering is now done in user space, see TOD clock synchronization.
- An in-kernel cryptographic support module for hash-based message authentication (HMAC) for protected keys, PHMAC, is now provided, see Support modules.
- The control program identification (CPI) for Linux running in secure execution mode is handled differently than for Linux on LPAR, see Control program identification.
- With a new command you can read LPAR level power consumption, see zpwr - Retrieve power readings.
Changed Information
- The chreipl and lsreipl commands now display the secure boot state, see chreipl - Modify the re-IPL configuration and lsreipl - List IPL and re-IPL settings.
