Configuring for fast resume

The more devices are available to a Linux instance, the longer it takes to resume a suspended instance.

With a thousand or more available devices, the resume process can take longer than an IPL. If the duration of the resume process is critical for a Linux instance with many devices, include unused devices in the exclusion list.
