Explanation
 In a Database Control (DBCTL) environment, IMS issues
this message when the operator enters WAIT in response to a DFS690A message.
A Coordinator Control (CCTL) subsystem is waiting for the IMS control
program to become active. The inactive program is xxxx;
the identifying CCTL is yyyyyyyy.

System action
 The CCTL waits a user-specified number of seconds,
taken from the TIMER= parameter in the DRA Startup Table, DFSPZPxx,
before attempting to identify to DBCTL.
