Explanation
 The USER keyword is invalid or inappropriate for
the command being entered.
If this IMS system
is part of a sysplex using the IMS Resource
Manager, the user might be actively on or owned by another IMS system.
As a result, the user would not be found on this IMS, even
if it was statically defined to this system.

System action
 The command is ignored.
