Explanation
 A Fast Path input message was queued in the load
and balancing group. However, the last region that was scheduled to
process the message had terminated. The terminal user is informed
that no Fast Path region is available to process an input message
at this time.

System action
 IMS continues processing.

Operator response
(master terminal)  Restart the designated Fast Path
region.
(terminal)  Make sure the Fast Path region has
been restarted and then reenter the input message.
