Explanation
 This informational message alerts the master terminal
operator of the fact that the system console operator is terminating VTAM®.
It is issued for a HALT NET, QUICK command, or
a VARY NET, INACT command.

System action
 IMS will terminate all active sessions
and idle the nodes. At this point the IMS VTAM ACB
is closed.
