Explanation
 A failure occurred while trying to start or maintain
an APPC/MVS connection.

System action
 IMS continues processing without
APPC enabled.

Programmer response
 Determine the reason for
failure by analyzing all DFS1965E messages and VTAM® or
APPC/MVS messages on the system console that might have preceded this
message. Restart APPC using the /START APPC command.
