DFS3865 FORMAT ALL CONFLICTS WITH BACKUP KEYWORD

Explanation
 FORMAT ALL is invalid in a /ERE command
that contains the keyword BACKUP.

System action
 The command is rejected.

Operator response
(master terminal)  If you are trying to bring up
an alternate (backup) system, reenter the command specifying BACKUP
without FORMAT ALL. Only SM, LM, QC, and SP are allowed.

Programmer response
 No action is required.
