Explanation
The DEDB Create utility, DBFUMRI0, in its available
phase, in attempting to set all area data sets (ADS) to an available
status, failed because of reason code nn.

Ensure that all new ADSs to be created
are stopped among all of the other subsystems. If they are not, enter
the /STOP ADS command to stop the new ADS globally.
