Explanation
 The issuing program read and interpreted all the
control statement requests from the SYSIN (DFSYSIN for Utility Control
Facility) data set. After analysis of the control data set, it was
found that no reorganizations or initial loads were requested. Although
this is possible under the Utility Control Facility, it is an error
when executing the Database Prereorganization utility (DFSURPR0).

System action
 If running under UCF, processing continues; otherwise,
processing terminates with a nonzero return code.

Programmer response
 If running under the Utility Control Facility,
ensure that this is correct operation. If not, correct, or if running
the Database Prereorganization utility, supply the required control
statements, and resubmit the job. Do not attempt a restart. If the
output is correct, no further action is required.
