Resource utilization changes

Certain changes can promote a more efficient use of virtual storage and minimize I/O for an existing system.

These changes include:

Re-specifying EXEC parameters for the control region
Allocating DASD storage for message queues
Database reorganization and data set distribution
Putting ACBs into 64-bit storage
