Explanation
 Authorization to access a data space was requested but
failed. This can occur either during IMS initialization or during area open. The
return code nn is the return code from the ALESERV macro.

System action
 The data space was not acquired. IMS system initialization continues without
VSO. Area open fails. This is followed by either DFS2446I or DFS3702I (reason
code 38).
