Explanation
 An attempt to allocate storage for OSAM I/O initialization
failed. For an explanation of FUNC REQ=xx and R/C=yyyy values,
see message DFS2411I.

System action
 Initialization is terminated with abend 0071.
Register 15 contains return code 12.

Programmer response
 Increase the IMS control
region REGION size, and restart IMS.
