Explanation
 An attempt has been made to CLOSE the VTAM® ACB
using a /STOP DC command or by VTAM driving
the IMS TPEND exit routine. The attempt failed with
the return code, rc, in register 15 and the ACB
error flags set as indicated by xx.

System action
 IMS internally marks the VTAM ACB
as closed and continues processing without its VTAM interface.
