Explanation
A terminal attempted to establish a session with IMS but the attempt was unsuccessful.

This message appears when:
- The terminal is defined as the primary or secondary master terminal for the alternate system in an XRF environment.
- ETO=NO was in effect, thus precluding session establishment attempts from terminals not defined to IMS. If ETO=YES was specified at startup, verify that ETOFEAT=YES was specified in the IMSCTRL macro and that message DFS3648I was not issued by any installation-supplied initialization exit, DFSINTX0.
- Required user data was not provided for parallel session ISC and
ETO FIN/SLU P terminals. The user data was not provided, or an installation-supplied
logon exit, DFSLGNX0, cleared the user data. Make sure that the user
data is supplied or not cleared. See the

topic in IMS Version 15 System Programming APIs for CINIT user data parameters. - An installation-supplied logon exit, DFSLGNX0, rejected the logon attempt without issuing its own message to indicate why the session was rejected.
- No logon descriptor was found describing the characteristics of the terminal attempting session establishment.
- An ISC session was initiated using the generic resource name but the IMS initialization user exit specified the option to disable VGR for ISC.
