Explanation
 An error occurred while attempting to read the
MODSTAT data set before copying.

System action
 The copy is not done and the utility is terminated.

Programmer response
 Determine whether the content of MODSTAT
is correct. If the data set has been destroyed, recreate it based
on the last DFS3499I message, and resubmit the job.
