Explanation
A scratch request for a REFERAL library member was unsuccessful for one
of the following reasons:  

The member is unknown to the MFS Utility.

The member to be scratched is actually an FMT or MSG description.

System action
Processing continues with the next statement.

Programmer response
Check the REFERAL listing to correct the error, specify the TBL again,
and then resubmit the job.
