Explanation
 Emergency restart has determined that the batch
message program indicated by psbname was active
at the time of the failure that necessitated the emergency restart.
This
message can also occur from a failure during a backout process during
other processing.

System action
 By restart, the program and its associated databases are stopped. Message
DFS981I accompanies this message to identify the stopped databases.

Operator response
(master terminal)  Run the Batch Backout utility  (DFSBBO00) as
described in Batch Backout utility (DFSBBO00) by using the same tapes that were used for the emergency
restart. Then, start the program and databases, and rerun the batch message
program.
