Explanation
IMS Recovery Expert has
detected something that prevents views from being saved. The permanent
view flag cannot be set to Y. The most likely cause of this is that
either ISPTLIB or ISPTABL (or both) have not been properly allocated.

Review ISPTLIB allocation and data set characteristics. Review security controlled
