While parsing IMS PROCs, IMS Recovery Expert was unable to open a member specified on
an INCLUDE JCL statement.

Verify that the correct started task name and IMS PROCLIB data set were specified when the IMS system
was registered to IMS Recovery Expert during
product setup. If correct, report the problem to IBM Software Support.
