Explanation
The IMS HP Change Accumulation Utility control file member
(HPCACTL DD) is constructed with an invalid sequence of control statements. 

User response
The control file may have become corrupted by editing or incorrect use by processes other than
HPCA. Rerun the steps to create the IMS HP Change Accumulation
Utility control member being referenced. Control file members are generated by the IMS HP Change Accumulation Utility ISPF UI, two-step batch, and extended batch
procedures. 

If the problem persists, collect all IMS HP Change
Accumulation Utility output, the IMS HP Change Accumulation
Utility control file, and the JCLOUT from DBRC, if applicable.
