Explanation
 The message flag indicates a RACF prefix segment is present, but the segment
cannot be located.

Programmer response
 Locate the message and verify that
flag MSGC1RAC is set. If it is set, then the RACF prefix segment with code =X'88' must
be present. This is an internal IMS error.
