Explanation
 An attempt to /START the DBD or AREA has failed
because of an internal logic error.

System action
 The DBD or AREA remains offline and IMS HP Image Copy abends with
RC=U4000 RSN=13.

User response
 Manually issue the /START command for the DBD or AREA. Contact IBM® Software Support and provide the dump.
