Explanation
During start of replication for a VSAM subscription, the VSAM log reader reported that an attempt to connect 
to the z/OS system log stream that is associated with the subscription failed.

Start of replication fails for the subscription.

Contact a z/OS system program and provide the accompanying return and reason code values.

Resolve the issue before attempting to restart replication for the failed subscription.
