MIRROR status REFRESH with Refresh for a Subset of Rows enabled if it was not fully
refreshed or it did not transition through status ACTIVE 

Explanation—A refresh for a subset of rows is not allowed before mirroring if the table has not been fully refreshed or mirrored previously. The reason for this is that allowing the subset refresh under these conditions may result in apply errors when mirroring for the table starts.
