Null arguments

Describes coding conventions of the C API with respect to null arguments.

Certain CPLEX routines that accept optional arguments allow you to pass a NULL pointer in place of the optional argument. The documentation of those routines in the Callable Library Reference Manual shows explicitly whether NULL pointer arguments are acceptable. (Passing NULL arguments is an effective way to avoid allocating unnecessary arrays.)
