QIBM_QP0L_SCAN_CLOSE and QIBM_QP0L_SCAN_OPEN exit point user profile changes

A user profile must be specified in the program data when registering a program for integrated file system scan exits, QIBM®_QP0L_SCAN_CLOSE and QIBM_QP0L_SCAN_OPEN. The exit program will be called under this user profile. Starting in IBM i 7.6, if any of the following users have been specified as the user for the scan exit program, the exit program will not be called and will behave as if the user is not authorized to the program. The open/close operation will continue unless the Scan file systems control (QSCANFSCTL) system value has *ERRFAIL specified. This is a change from IBM i 7.5 when these user profiles could be specified and the exit program would run.
