Create Service Configuration (CRTSRVCFG), Change Service Configuration (CHGSRVCFG), Delete Service Configuration (DLTSRVCFG), and Verify Service Configuration (VFYSRVCFG) commands require additional authority

The user profile issuing these commands now requires *IOSYSCFG and *ALLOBJ special authority due to changes in how these commands use authority. Previously these commands only required *IOSYSCFG special authority. The commands are:

• Create Service Configuration (CRTSRVCFG)
• Change Service Configuration (CHGSRVCFG)
• Delete Service Configuration (DLTSRVCFG)
• Verify Service Configuration (VFYSRVCFG)
