Transaction level checking
If the batch (ICL) passes the batch (ICL) limit checks or an operator
subsequently accepts the batch (ICL), the transaction level checks
are performed. The transaction level checks, if applicable, are performed
in the following order:
- transaction limit checks
- pre-funded account check
- exposure limit monitor checks
Note: A transaction may have multiple applicable monitors,
which are all updated when the monitor checks pass. If any one of
the monitor checks fail, none of the monitors are updated.
