Risk workflow

The Risk Management engine performs risk checking in the following order:

1. transmission limit checking
2. batch (ICL) limit checking
3. transaction level checking

The Risk Management engine continues risk checking until either a check fails or all of the checks have completed successfully. When a risk check fails, the engine does not perform any remaining risk checks for the transmission, batch (ICL), or transaction. If a risk review operator subsequently reviews and accepts the suspended transmission, batch (ICL), or transaction, the Risk Management engine resumes risk checking by performing the remaining checks for the transmission, batch (ICL), or transaction.
